Public influence on the control efficiency over the activities of city utility enterprises

Abstract

The directions of involving citizens to strengthen their role in meeting the needs of the territorial community and improving the standard of living and quality of life of the population as an obligatory element of the development of local self-government are considered. The features of the implementation of representative forms of democracy in the system of local self-government are studied, which ensure direct participation of the public in managing community affairs through specially delegated representatives of the territorial community who control the use of communal property. Measures are proposed to spread the openness of communal property management as a tool for developing democratic foundations of civil society on the basis of social and political activity of the territorial community, namely: the readiness and ability of city residents to exercise public control over the process of managing communal property and to participate in decision-making on issues of forming a policy for managing communal property. The main obstacles to establishing partnership relations between local authorities and the community have been identified, which are an obstacle to transparency and control over the financial activities of municipal enterprises by the territorial community, hindering confidence that the funds received by enterprises are spent for the development and stable operation of the municipal enterprise, and improving its financial and material condition.
